  1. Lawrence D. Freedman, Emeritus Professor of War Studies at King's College, London, UK, has published a review of the British government's preparations for and management of the SARS-CoV-2 virus pandemic response thus far. The paper, titled "Strategy for a Pandemic: The UK and COVID-19", is available at iiss.org/blog/survival-blog/2020/05/the-UK-and-covid-19. It provides a glimpse of the struggles that various committees of experts contended with in coming to grips with a new virus of which little was initially known and the intersection of expert analyses and government policy making on the fly.

"Fed Promised to Buy Bonds but Is Finding Few Takers: Companies are afraid of the stigma of borrowing from a backstop program" By Matt Wirz | June 3, 2020

"The Federal Reserve thawed credit markets in March by promising a whatever-it-takes program to buy corporate bonds. Ten weeks later, the Fed has yet to buy a single bond.

"Just the announcement of the backstop ended panic selling, boosted prices and fueled a record surge of new corporate-bond sales. Companies are now reluctant to sign up for Fed purchases because such a move could be seen as a sign of weakness during a market rebound, some bond fund managers and bank executives said."
